Preparation:
- Add Carbomer to the water. After fully hydrated, add the remaining Phase A ingredients and mix until uniform. Heat to 70°C.
- Combine Phase B ingredients, heat to 70°C. Add Phase B to Phase A, add Phase C, homogenize for 3 minutes.
- Cool Batch to 40°C, and then add Phase D ingredients individually, mix until uniform.
